"That's up to the commission," he said. "It's their call." Commissioner Lynn Stamiris, 1st Ward, suggested adding more green space to Finn earlier this year. He said it would look more aesthetically pleasing and replace the green space being taken away by the pavilion. "Based on the comments about green space, my guess is that the commission would go for this idea," he said. What's still unclear is how that work would be funded. The city has budgeted between $600,000-$700,000 for upgrades to the 40-year-old retention basin below the park's surface, but that estimate includes restoring the park with the pavers, like it is today. That workis slated to coincide with park renovations this fall. Finn said installing grass would require a "considerable" amount of top soil and could change the elevation of that section of the park. He declined to comment on how much that option would cost, but said it would require specialized draining and an irrigation system. Finn said he and the commission "feel strongly" about not using direct city funds for park renovations. "It would have to be funded through a foundation or through grants," he said.
